黒田東彦日本銀行総裁と鈴木俊一財務大臣とデジタル円に関する議論。
ECB(欧州中央銀行)は、ラガルド総裁が就任して以降、デジタルユーロの発行に積極的な姿勢を示しており、既にプロジェクトを立ち上げ、2021年10月から発行に向けた2年間の調査フェーズに入りました。
その後、もし正式に発行すると決まった場合には、調査フェーズを終えた後に約3年をかけて発行準備を行う見込みであり、デジタルユーロの研究・開発が計画通りに進む場合には、2026年頃に発行される見込みとなり、2021年3月時点ではラガルド総裁も「4年以内に実現することを望む」と述べ、早期発行のスタンスをみせています。
日本では、現時点において、デジタル円(CBDC)を発行する計画はないと認識していますが、2021年4月に実証実験の第一ステップ(概念実証フェーズ1)を開始し、今年2022年4月には第二ステップとなる概念実証フェーズ2が開始され、その後、パイロット実験に移行することを踏まえれば、どこかのタイミングでデジタル円の発行を決断することが必要になると考えますので、率先して牽引していきます。
